Portland Police spokesperson Mike Benner noted that surveillance footage captured a Volvo vehicle stopping near the Portland ballot box just before the fire broke out. Security personnel on site witnessed the flames, which were found to have originated from an incendiary device affixed to the exterior of the box.<\/p>\n
