In recent weeks, Chinese Coast Guard ships have taken provocative actions to block resupply missions for Philippine soldiers stationed on the Second Thomas Shoal, who guard Manila\u2019s sovereignty claims over the Spratly Islands.<\/p>\n<p>These so-called gray zone tactics of intimidation fall dangerously close to triggering a mutual defense treaty between Washington and Manila and will be a focus in Thursday\u2019s summit.<\/p>\n<p>Key to the discussions is working toward a shared understanding on what constitutes gray zone attacks and the treaty\u2019s enforcement threshold.<\/p>\n<p>\u201cWe continue to coordinate very closely the question of China\u2019s so-called gray zone tactics, its coercive tactics, and what the implications of those might be,\u201d a senior administration official said in response to VOA\u2019s question during a briefing Wednesday. Leaders will convey that they \u201cstand shoulder to shoulder with Marcos, ready to support and work with the Philippines at every turn.\u201d<\/p>\n<p><strong>Gray zone tactics<\/strong><\/p>\n<p>China\u2019s gray zone tactics have blurred the lines of what is traditionally seen as armed attacks by using force that may not be intentionally lethal, such as military-grade lasers, acoustic devices, high-pressure water cannon, or simply ramming into ships, said Gregory Poling, director of the Southeast Asia Program and Asia Maritime Transparency Initiative at the Center for Strategic and International Studies.<\/p>\n<p>\u201cThe problem is that these things are only non-lethal in a statistical sense,\u201d Poling told VOA. \u201cBut if you do it enough, you will kill somebody.\u201d<\/p>\n<p>Manila and Washington would then need to determine whether to invoke mutual defense under the treaty, he added.<\/p>\n<p>Both sides are realizing that \u201cChina has blurred the lines so much with its Coast Guard and militias,\u201d he added, saying, \u201cWe can&#8217;t treat China the way we treat normal armed actors, that China intentionally hides its military force behind civilians, and that we need to be more flexible in our responses.\u201d<\/p>\n<p>Discussions are ongoing under the Maritime Security Framework signed by the U.S. and the Philippines in 2022. Known also as \u201cBantay Dagat,\u201d or \u201cGuardian of the Sea\u201d in Tagalog, the agreement aims to improve regional maritime domain awareness and confront maritime challenges together.<\/p>\n<p>Last year, the U.S. and Philippine secretaries of defense established guidelines reaffirming that \u201can armed attack in the Pacific, including anywhere in the South China Sea, on either of their public vessels, aircraft, or armed forces \u2014 which includes their Coast Guards \u2014 would invoke mutual defense commitments under Articles IV and V of the 1951 U.S.-Philippines Mutual Defense Treaty.\u201d<\/p>\n<p>\u201cRecognizing that threats may arise in several domains \u2014 including land, sea, air, space, and cyberspace \u2014 and take the form of asymmetric, hybrid, and irregular warfare and gray-zone tactics, the guidelines chart a way forward to build interoperability in both conventional and non-conventional domains,\u201d <a class=\"wsw__a\" href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3383607\/fact-sheet-us-philippines-bilateral-defense-guidelines\/\" target=\"_blank\" rel=\"noopener\">the Biden administration said in a statement<\/a>.<\/p>\n<p><strong>Dialogue with Beijing<\/strong><\/p>\n<p>Ahead of their trilateral summit with Marcos, Biden and Kishida insist on fostering dialogue with Beijing, even as the U.S. and Japan ramp up defense ties.<\/p>\n<p>In their latest phone conversation in April, Biden said he discussed with Chinese President Xi Jinping the \u201cbest way to reduce the chances of miscalculation and misunderstanding.\u201d<\/p>\n<p>\u201cOur alliance we have with Japan \u2014 is purely defensive in nature,\u201d he said during a joint press conference Wednesday with Kishida. \u201cIt\u2019s not aimed at any one nation or a threat to the region. And it \u2014 it doesn\u2019t have anything to do with conflict. And so, this is about restoring stability in the region. And I think we have a chance of doing that.\u201d<\/p>\n<div class=\"wsw__embed\">\n<figure class=\"media-image js-media-expand\">\n<div class=\"img-wrap\">\n<div class=\"thumb\">\n<img decoding=\"async\" alt=\"U.S. President Joe Biden and Japanese Prime Minister Fumio Kishida hold a joint press conference in the Rose Garden at the White House in Washington, April 10, 2024.\" src=\"https:\/\/gdb.voanews.com\/01000000-0a00-0242-bce0-08dc5a39ee1f_cx0_cy7_cw100_w250_r1_s.jpg\"\/>\n<\/div>\n<p><span class=\"ico ico-fullscreen ico--media-expand ico--rounded\"\/>\n<\/div><figcaption>\n<span class=\"caption\">U.S. President Joe Biden and Japanese Prime Minister Fumio Kishida hold a joint press conference in the Rose Garden at the White House in Washington, April 10, 2024.<\/span><br \/>\n<\/figcaption><\/figure>\n<\/div>\n<p>Speaking through an interpreter Wednesday, Kishida said he and Biden \u201cagreed that our two countries will continue to respond to challenges concerning China through close coordination.\u201d<\/p>\n<p>\u201cAt the same time, we confirmed the importance of continuing our dialogue with China and cooperating with China on common challenges,\u201d he added.<\/p>\n<p>Biden and Kishida announced initiatives to enhance bilateral defense ties and maritime cooperation in the South China Sea, as well as air defense.<\/p>\n<p>\u201cFor the first time, Japan and the United States and Australia will create a network system of air missile and defense architecture,\u201d Biden said.<\/p>\n<p>Similar announcements with the Philippines are expected Thursday.<\/p>\n<p>Beijing said it opposes \u201ccobbling together exclusive groupings and stoking bloc confrontation in the region.\u201d<\/p>\n<p>\u201cSuch practices: patching up small blocs, stirring up confrontation under the excuse of cooperation, upholding peace and order in name but flexing military muscle and stoking chaos in nature, do not meet the trend for peace and development and run counter to the regional countries\u2019 shared aspiration for stability and development,\u201d Liu Pengyu, a Chinese Embassy spokesperson in the U.S., said in a statement to VOA.<\/p>\n<p>The U.S.-Japan-Philippines trilateral is the first gathering of its kind, part of Biden\u2019s strategy to stitch together existing bilateral alliances into these so-called \u201cminilaterals\u201d to amplify U.S. influence in Asia. Last year, he hosted a similar meeting with Japan and South Korea to deal with the threat from North Korea.<\/p>\n<\/div>\n<p><br \/>\n<br \/><a
